Total fuel is the total cost of fuel for the stages of the spacecraft up to and including the current stage. This is the combined price for the fuel itself and for the handling of the fuel. More energetic fuels are generally harder to handle, either because they are extremely reactive, even explosive or because they are cryogenic.
This is calculated at each stage after the first using the fuel cost. Total fuel is in turn used to calculate the cost of the total launch cost.
total fuel ( second stage ) = fuel cost ( first stage ) + fuel cost ( second stage )
total fuel ( third stage ) = total fuel ( second stage ) + fuel cost ( third stage )
total launch cost = total fuel + total launch labor + total launch structure
